How do you know when to add the "hu" or "hi" to the sentence? Does it make a difference? And if it doesn't make any difference, then why add it? Thank you!

Actually, no difference. It's exactly the same meaning. In hebrew you can say it so or so.

The right way to say it is: Moshe hu israeli. the other way is a shortcut, people will anderstand you biut it will be wrong.
