What is the difference between "Moshe hu Yisraeli" and just "Moshe Yisraeli"?

How do you know when to add the "hu" or "hi" to the sentence? Does it make a difference? And if it doesn't make any difference, then why add it? Thank you!

Actually, no difference. It's exactly the same meaning. In hebrew you can say it so or so.
